With artificial intelligence now responsible for the vast majority of newly written code, that gap is turning into a governance emergency. Today, two established players in the developer world are stepping in to close it.
The Code Registry, known for its non-AI, deterministic approach to code intelligence, and C# Corner, one of the largest independent developer communities on the internet, jointly announced the formation of The Code Institute — a new independent, member-based research and standards organization dedicated to code governance in the age of AI.

Why Now
The scale of the shift is hard to overstate. Between 85% and 90% of all new software is now generated by AI, arriving amid a broader trillion-dollar wave of compute and technology investment. Enterprises are left asking hard questions with no agreed-upon answers: is this code secure, is it compliant, can it be trusted in production, and who actually owns the intellectual property behind it.
Until now, no neutral, third-party institute has existed with the mandate to answer those questions at scale. The Code Institute positions itself to fill exactly that void — convening enterprises, governments, technology vendors, and researchers around a shared framework for evaluating code quality, security, and risk.

For Chand specifically, the Institute answers a question he sees enterprises, developers, and regulators asking in unison: is this code secure, is it compliant, can it be trusted in production, and who owns the underlying IP. The Institute’s aim is to give all three groups one shared framework to answer that with.

A machine-readable standard capturing a codebase's composition, health, security posture, technical debt, quality, and contributor profile.
Together, these initiatives signal an attempt to do for code what SOC 2 and ISO frameworks have done for security and quality management: turn a vague governance concern into an auditable, comparable standard.
